The SITC is chaired by the Chief Minister and deputised by the Minister of Resource and IT Development. Membership of the SITC comprises relevant representatives from both the public and private sectors. The structure is presented in Figure 1.
The leadership of the Chief Minister is
necessary in forging close co-operation and collaboration between and among the
private and public sectors which is of paramount importance to the success of
the SITC. The role of the Deputy Chairman is basically:
to assist the Chairman in performing his duties
to act as an alternative to the Chairman
to provide additional leadership, support, prestige and weight to the SITC
Operationally, the SITC consists of various Working Committees charged with the responsibility to recommend specific measures in addressing the strategic issues that will be determined by the SITC from time to time. The Working Committees, assisted by specific task forces, shall prepare the reports and present their findings for the deliberation of the SITC.
Since much of the expertise will be derived from the Working Committees, the membership to these Working Committees are appointed by the Chairperson and opened to non-members whose experience and technical expertise are needed. However, the Chairperson must be a legal member of the SITC for the Working Committees to be effective. Participation to the Working Committees shall be on a voluntary basis.
